Biography

Quinn's legal practice focuses on representing homeowners' associations, but he also represents individual owners to defend and exercise their rights within community associations. When representing homeowners' associations, Quinn acts as general counsel in advising the association's governing board on how to comply with and enforce their governing provisions in compliance with applicable federal and state statutes, the association's own governing documents, and in the best interests of the community. As a member of his local city council and other community boards, Quinn understands what it is like for members of associations' governing boards to make decisions that affect their neighbors, and he is cognizant of such issues when advising clients on governance issues. He often drafts amendments to associations' governing documents and opinion letters to assist associations in understanding how certain legal provisions apply to a specific association's situation.
 
Early in his career, Quinn litigated cases involving a variety of general and bankruptcy law issues while representing two Chapter 7 bankruptcy trustees. His litigation efforts currently focus on matters involving community association law and related issues.
 
Quinn currently serves as the Chair of the Community Association Law Section of the Utah Bar. He is a past president of the Utah Chapter of Community Associations Institute, an organization dedicated to improving community association living in Utah through educational and leadership efforts. He frequently offers instruction at community association events and authors educational articles on issues affecting homeowners' associations.
